MONTGOMERY, Alabama — The House of Representatives voted 80-2 this afternoon for a bill that would ban any county from imposing a sewer service fee on residences that are not connected to the county sewer system.
The sponsor of the bill — Rep. Owen Drake, R-Leeds, who has been battling cancer — went to the House floor in a wheelchair to ask for a vote on the bill. The bill now moves to the Senate.
Backers of the bill said it was unfair to require people who not connected to the sewer system to pay a fee.
Drake’s bill is of particular importance in Jefferson County, where a non-user sewer fee has been debated as a way to help the county deal with its financial crisis. But the bill would affect all counties in the state.
Rep. Demetrius Newton, D-Birmingham, said he had a problem with passing a bill that would impact every county in the state.
“Do you want to put handcuffs on the other counties in the state of Alabama?” Newton asked.
