BIRMINGHAM, Alabama — A proposal for a debris removal contract Tuesday became the springboard for members of the Birmingham City Council to unleash stern criticism of Mayor William Bell and what they said was his lack of communication with them in the aftermath of the April 27 tornadoes.

“You can be ‘United’ with just the u,” Council President Roderick Royal said, making reference to Bell’s campaign slogan and motto, “United for the Good of the City.” When the discussion was over — after more than an hour — the council approved the contract and had set up a meeting with Bell’s staff for a briefing.

The debate became heated, peaking with Royal banging his gavel and calling the mayor out of order when he interjected. “You say it’s not between you and I, but you’re making it between you and I,” Bell said.

Royal had said the criticism wasn’t personal but was the result of several frustrated council members who lacked information. 

Bell defended the city’s response, saying he was providing information as it arrived. In addition, Bell said he notified council members about department meetings where some sent assistants.

“All of this is unfolding on a real time basis,” he said. “The whole goal is to get everyone restored as quickly as possible.”
