PRICHARD, Alabama — In a twist of events tonight, the Prichard City Council passed an agreement that will see partial payments resume to its pensioners as early as June.

Just 45 minutes earlier, however, the council had voted against the agreement.

In its first vote, the council was split with council members Herman Towner and Ossia Edwards voting for, Earline Martin-Harris voting against and Troy Ephriam abstaining. After a 45 minute recess, the council members returned to the table and Ephriam changed his vote.

Pensioners who filled the council chambers applauded as the agreement passed.

Ephriam said after the vote that he had issues with the agreement that had been resolved during the recess, including how many retirees actually supported the deal.

Mayor Ron Davis will sign the agreement at 10 a.m. Friday, he said.

The agreement will also need to be approved in Mobile County Circuit Court before it’s made official, said retiree Mary Berg. She said the court date is scheduled for 3 p.m. on Wednesday.
